Aspen “Everyone Counts” / OYF Common Measures
HOYC aligns with the Aspen Institute’s opportunity youth measurement framework, commonly known as “Everyone Counts” or the OYF Common Measures, to reliably track disconnection rates across school, postsecondary, and workforce domains. These metrics offer consistent, disaggregated insights that guide goal setting, benchmarking, and equity monitoring in collaborative communities like Hartford.
DataLinkCT
As part of a statewide effort, HOYC engages with DataLinkCT (, Connecticut’s longitudinal data system that integrates information across 15 agencies, including K to 20 education, workforce, and human services. This partnership enhances our capacity to inform policy, evaluate outcomes, and support youth as they move along education and career pathways.
Hartford Opportunity Youth Data Integration (via the Hartford Data Collaborative)
Through the Hartford Data Collaborative, HOYC contributes to secure, local-level data integration. This initiative links anonymized records across providers, including Hartford Public Schools, service nonprofits, and workforce entities, enabling a systems-level view of how youth engage with services, their demographics, and their outcomes. The integrated datasets are deduplicated, cleaned, and returned to agencies in aggregate form to inform planning and program design.
